Cuban President Calls to Work on Local Development

Havana, April 12 (Prensa Latina) The president of Cuba, Miguel Diaz-Canel, called on Friday to work on local development programs taking advantage of the potential of each municipality, its human resources and avoid bureaucratic obstacles.

First of all, everyone must have well defined principles that support a local development program, said the head of state when he spoke before the deputies in the capital’s Palacio de las Convenciones.

We are acquiring experiences and these we can go socializing them, said the governor.

Sometimes with the best intention someone says we are going to implement a local development program, and what it presents is a community project, exemplified Diaz-Canel, who clarified that the first is made up of economic and socio-cultural elements and must be sustainable.

‘Everything has to be chained to the economy,’ insisted the president, who clarified that universities can participate, but municipal governments have to guarantee that purpose, because higher education institutions can not do it alone.

What we have in this sense is not perfect, so we must improve the methodology, said the head of state.

When it comes to local development program, nothing can be done by personal initiative, decisions should always be collegial based on a diagnosis that takes into account the aspirations and culture of each municipality, explained Diaz-Canel.

The universities, he said, are of great help with their economic, technological, pedagogical and humanistic research.

We have to put an end to the obstacles and bureaucracy in this section, we have to promote work and inspection always with simple methods and not complicate things, said the president.

When it comes to local development programs, Diaz-Canel said, it is necessary to be attentive to the views of the population, because everything must go hand in hand with the aspirations of citizens.

It is also necessary to take into account the social communication with the internal and external public, and make use of tools such as computerization, said the president of the councils of State and Ministers.

Diaz-Canel’s intervention is part of the second day of work of the commissions of the National Assembly of People’s Power.
