Kerry has arrived in Havana for ceremony on Friday, but years of work remain to normalize ties

WASHINGTON—The raising of the American flag over the U.S. embassy in Havana marks a highly symbolic moment in the Obama administration’s push to normalize ties with Cuba.

Next comes the hard part if President Barack Obama’s policy shift is going to fully take root: Congress must act to fully lift the trade and travel embargoes. The U.S. and Cuba must also sort out thorny issues relating to financial and property claims.
